江苏省大数据、区块链产业发展试点示范项目申报时间

（一）请省大数据发展办各成员单位、各设区市、各园区高度重视本次申报，积极组织发动本区域、本行业相关企业、科研院所和行业协会根据申报指南要求积极申报。

（二）请各设区市工信部门（大数据产业主管部门）认真把关，确保申报材料齐全完整、真实有效，组织企业于2月28日前完成申报，并于3月2日前完成地区审核推荐，以地市为单位按附件格式要求上报推荐项目材料。大数据方向，请将《2021年大数据产业发展试点示范项目申报书》（纸质材料一份）、《2021年大数据产业发展试点示范项目报送信息汇总表》（纸质材料盖章一份）统一邮寄，电子版发送至指定邮箱；区块链方向，请将通过系统导出生成的《区块链产业发展试点示范项目报送信息汇总表》盖章报送。

（三）我厅将组织专家，对各地推荐项目进行遴选，评选我省2021年大数据、区块链产业发展试点示范项目，择优推荐参评工信部2021年大数据产业发展试点示范项目。省级工业和信息产业转型升级专项资金也将择优予以支持。各设区市应在政策、资金、资源配套等方面加大对入选项目的支持力度，推动试点示范项目应用推广。

（一）大数据产业发展试点示范项目围绕工业大数据应用、行业大数据应用、大数据重点产品、数据管理及服务四个方向。在技术创新方面，引导企业探索突破数据采集、存储、加工、分析、服务、安全等环节“卡脖子”瓶颈，形成一批具有核心竞争力的大数据产品，培育一批具有行业影响力的骨干企业和特色鲜明的创新型中小企业；在融合应用方面，加快大数据在工业、金融、医疗、应急管理、城市大脑等方面的深度应用，形成一批成熟的行业系统解决方案，鼓励跨行业、跨领域数据资源开发利用，推动大数据同各产业深度融合；在生态培育方面，引导企业提升数据管理能力，探索数据确权、流通、共享等新业态和新模式，强化产业安全保障能力，推动形成政产学研用多方联动、协调发展的生态体系。（《2021年大数据产业发展试点示范项目申报指南》

江苏省区块链产业发展试点示范项目申报条件

（一）总体要求

申报主体应是江苏省内注册的独立法人，管理规范、依法纳税、信誉良好，无偷漏税等不良记录。每个申报主体限报1个项目，每个项目限申报1个方向。

（二）区块链技术创新方向

1.申报主体在主要业务领域具有较强的技术实力，有专门研发机构和研发人员。

2. 拥有申报项目自主知识产权，经济社会效益好，研发投入不少于100万元，销售额或服务额不低于100万元，至少有两个应用案例（需提供用户使用证明）。

（三）区块链行业应用方向

1.申报行业应用试点示范项目投资额不低于500万，且项目已完成或即将完成，在建项目已有一定的成效。

2.申报项目技术先进性强，具有一定的场景及用户规模数量，应用示范效果明显，经济和社会效益显著。

1.项目申报主体包括从事及应用大数据采集、存储、加工、分析、服务、安全等相关业务的企业、科研院所等。每个申报主体限申报1个项目，每个项目限申报1个方向。
